About Fleming Fund Country Grant Phase 2

Antimicrobial resistance (AMR) is an emerging global public health concern that puts the gains of the Millennium Development Goals at risk and endangers efforts to achieve the 2030 Sustainable Development Goals (SDG). To address the global AMR issue, WHO developed a Global Action Plan on AMR (AMR GAP), which has been endorsed by the World Health Assembly WHA68.7 in 2015.

The Fleming Fund was established by the UK Government in response to the UK AMR Review published in 2016. It is a UK aid programme supporting up to 25 countries across Africa and Asia to tackle antimicrobial resistance. The Fund is managed by the Department of Health and Social Care (DHSC) and invests in strengthening surveillance systems through a portfolio of country and regional grants, global projects, and fellowship schemes. Mott MacDonald is the commercially appointed Management Agent for the Fleming Fund Country and Regional Grants.

The Fleming Fund Country Grant in Bangladesh (FFCGB) has been implemented by a DAI-led consortium since January 2020. FFB just finished Phase 1 which focused on laboratory infrastructure enhancement; human resource strengthening and workforce reforms; AMR and antimicrobial use (AMU) surveillance systems strengthening; building foundations for AMR surveillance data use and promoting rational use of antimicrobial medicines. Phase 2 which commenced on January 1, 2024 will build on the work of Phase 1 and will focus on four outcomes: production of quality AMR, AMU and antimicrobial consumption (AMC) and burden data; quality analyses of data; sharing analyses and data with decision-makers and promoting sustainable investment to counter AMR.

The Fleming Fund Country Grant to Bangladesh seeks to hire a Procurement and Logistics Specialist who will be responsible for overseeing day to day procurement, logistics arrangement and administrative support of FFCGB.


DESCRIPTION OF DUTIES

Procurement Management

  • Conduct all procurement functions related to the project activities, ensure compliance with Mott McDonald and DAI policies and procedures, source and monitor vendors’ contractual compliance, and coordinate procurement actions as outlined in DAI’s Procurement Guide.
  • Assist with budget development for new activities and coordinate with the field teams on delivery of procured goods and services.
  • Coordinate with project team and subcontracts on item specification and activity budgets.
  • Perform market research and price analysis to find specifications and appropriate vendors.
  • Coordinate the implementation of contracts/procurement procedures; participate in bids and technical and cost evaluations; and perform due diligence for awarded procurements.
  • Travel to and help support the project/subcontractor sites as needed to monitor delivery of procured goods to grantees and inspect quality of these goods.
  • Monitor subcontracts and purchase orders issued to vendors and follow up as necessary to ensure compliance to terms and conditions.
  • Contact all contractors and vendors on invoice or deliverable due dates to confirm submission of contractually mandated payment documents.
  • Maintain a database of vendors supplying good and services including car hire, hotel and workshop venues, office consumables and stationery, internet services, printings, courier service, etc.
  • Contracting and renewals of office and other rental leases.
  • Maintain the electronic procurement filing system and keep it up to date.
  • Conduct security assessment of hotels, and office rental leases.


Logistics and administrative support

  • Coordinate project staff and STTA travel arrangements as required including local transport, booking flights, hotel accommodation and airport pickups.
  • Oversee the management of office properties and ensures that all project facilities are in good operating status.
  • Manage project vehicle lease and fuel log reconciliations.
  • Oversee the project office security contract and IT support services contract.
  • Provide logistical support and ensures quality service is provided for all training events, workshops, and conferences organized.
  • Ensure regular repair and maintenance of office utilities to ensure effective and continuous office operations.
  • Supervise office assistant and assure the quality of work.
  • Asset management and maintaining assets register as per DAI and donor standard.
  • Keep all staff and visitors update and advise on security measures.


Others

  • Provide regular updates to the Finance and Operations Lead on the fund utilization and expected spend and escalate any issues immediately as necessary.
  • Participate in the preparation of monthly fund requests, forecasts as well as annual work planning and budgeting process, supporting in costing the inputs of consultants.
  • Contribute to quarterly and annual reporting through providing a Value for Money analysis of funds used.
  • Coordinate closure activities related to procurement and logistics issues in case of project closing.
  • As part of the Operations team, the Procurement and Logistics Specialist may be required to undertake other reasonable tasks, from time to time, as assigned by the supervisor.


Supervision: The Procurement and Logistics Specialist will report to the Finance and Operations Lead.


Location: Dhaka, Bangladesh with possible nationwide travel


Qualification and Experience

  • Bachelor’s degree in relevant field
  • Minimum 5 years’ experience in similar job with a donor funded project
  • Good in Excel spreadsheets, as well as Word
  • Good written and spoken communication skills in English
